The Ministry of Defence, together with the General Staff of the Armed Forces of Ukraine, has drafted an updated Concept of Social Support for Military Personnel and Their Families. The document is intended to change the approach to support in the military, guaranteeing every defender and his family a basic level of support regardless of the place of service.
The Ministry of Defence reports on the key changes, the creation of new centres at TCCs and the conditions for submitting proposals.
What the new concept will change: coordination instead of reaction
At present, social support for military personnel is mostly focused on responding to crisis situations that have already arisen, and its quality depends on the capabilities of a particular military unit or region. The new concept proposes a comprehensive approach: in a military unit, the support service will become the single coordinator. Specialists will help identify needs, coordinate the work of other units and see the resolution of an issue through to the result, without replacing civilian bodies in the process.
Deputy Minister of Defence of Ukraine Liubov Halan spoke about the first stages of approving the document:
“We have already presented the draft concept to those who will implement this model on the ground — civil-military cooperation specialists, in particular support services from operational commands, corps, brigades, territorial recruitment and social support centres (TCCs) and training centres. 172 representatives from the military took part in the discussion. It was important for us to hear them and take their proposals into account before finalising the concept, which will change their work. We will take everything we heard into account.”
Support centres for families at TCCs and how to join the discussion
To support the families of military personnel, the draft provides for the creation of Support Centres on the basis of TCCs. They will function as a clear point of contact from the moment of mobilisation and throughout the entire service. Families will be able to receive consultations there and assistance with preparing documents.
After the end of service, support will transition seamlessly into interaction with the civilian veteran support system, so that a person is not left alone with bureaucracy.
The Ministry of Defence has opened the draft concept for broad discussion. Military units, defenders' families, state bodies, communities and NGOs can send their proposals and comments by 13 November 2026 inclusive to the email address: K.Skorokhod@advisor.mod.gov.ua. After that, the document will be refined and will become the basis for the Strategy of Social Support.
